Giuseppe Carone is Head of the unit dealing with “Sustainability of Public Finances” in the Directorate General for Economic and Financial Affairs of the European Commission. He was previously Head of the unit dealing with labour market and welfare-related issues (social policy, pensions, health care policies).
He is in charge of preparing the Commission’s sustainability analysis (notably the Sustainability report) and to provide policy advice on structural fiscal policy (reform of pension and health care systems) in the frame of the European Semester and the Economic adjustment programmes (Portugal, Greece).
He is the Commission representative in the Working Group on Ageing and Sustainability (AWG), attached to the Economic Policy Committee and since 2006, he has coordinated the work on long term budgetary projections. In this framework, he has carried out extensive analysis of the economic and budgetary impact of ageing populations, focussing on issues related to the modernisation of pension and health care systems, and the impact of demographic change on growth potential. He is the author of many publications and is the coordinator of the Ageing Reports (2006, 2009, 2012, 2015) and of the 2010 Joint European Commission-EPC report on Health Care Systems.
